It won't be yet, but I did work out something with Tiny Tina's player where something like broadcasting out will be available sometime by the end of August! I can let you know when that's available, or you can work something out with them if you feel like it!

As for scavenging, you can find some toiletries and blankets, and maybe a few unnecessary panels of steel from the inside of the tower.
